    Commercial timber sales and forestry of Metsähallitus (the state forest enterprise) will be transferred to a new, wholly state-owned limited liability company. State land and water areas will remain under direct state ownership with the state enterprise, and public administration duties such as nature conservation will be separated into a distinct unit.

    Finland will implement the international Nagoya Protocol, which regulates the sustainable use of genetic resources and the fair sharing of benefits arising from them. The regulation will ensure that genetic resources and associated traditional knowledge used in research and product development have been acquired lawfully.
