Streamlining health research and data use
Conducting medical research and identifying patients for studies will be made easier by clarifying the use of health and social services data. At the same time, rules on biobank operations, the research use of deceased persons, and the procedures of research ethics committees will be specified.

Reforming data protection for biobanks
The processing of personal data by biobanks will be brought into line with the requirements of the EU General Data Protection Regulation. Consent will still be required to provide a sample, but the processing of data in a biobank will be based on the public interest.

Transfer of research ethics committees
Legislation on medical research will be updated to align with the health and social services reform, transferring the duties of hospital districts to wellbeing services counties and the HUS Group. At the same time, the fees charged for statements by regional research ethics committees will be clarified.
