User rights to device data
Consumers and businesses will gain the right to access data generated by their smart devices and share it onwards, for example with repair and maintenance services. Traficom (the Finnish Transport and Communications Agency) will supervise compliance with the data-sharing rules and will be able to impose administrative fines for infringements.

Developing transport information systems and ticketing
Information systems compliant with EU legislation will be introduced in Finland for electronic freight transport information and for data on recharging and refuelling points. At the same time, the interoperability of public transport tickets will be improved and access to transport register data clarified.

Traficom (the Finnish Transport and Communications Agency) will begin supervising data intermediation services and data sharing for the public benefit in Finland. The agency will be able to issue reprimands and impose financial penalty payments on operators that violate the rules.

Operating satellite ground stations, radars and satellite remote sensing will become subject to a licence in Finland. The reform will protect national security and supervise the distribution of satellite data.

Enhancing forfeiture of criminal proceeds
The forfeiture to the state of property and economic benefits obtained through crime will be expanded and made more effective. In certain situations, defendants will have to prove the legal origin of their property themselves to prevent it from being forfeited to the state.
