Extending and expanding juvenile punishment
The maximum duration of juvenile punishment for under-18s will be extended from one year to two years, and it will be imposed more frequently than at present. The punishment can include more guidance towards studies and voluntary substance abuse treatment.

Extending conditional imprisonment supervision to adults
Offenders over 21 years of age may be ordered to undergo supervision and substance abuse rehabilitation in addition to conditional imprisonment to prevent recidivism. At the same time, the maximum number of hours of community service imposed alongside conditional imprisonment will be increased.

Combination sentences for dangerous repeat offenders
A new combination sentence is created for highly dangerous repeat perpetrators of serious crimes, consisting of imprisonment followed by a one-year supervision period. The reform replaces the previous practice in which the sentenced person served the entire sentence in prison and was released without supervision.
