Stepping up public procurement oversight
The Finnish Competition and Consumer Authority (KKV) will be given more time to intervene in illegal public procurements and refer them to the Market Court. At the same time, public procurement notification practices and forms will be updated in line with EU rules.

Strengthening public procurement quality and sustainability
Public procurement will place stronger emphasis than before on quality, environmental impacts and sustainability instead of merely price. Companies will be subject to mandatory exclusion from public tendering if an executive is convicted of an aggravated environmental offence.

Securing gas supply with Estonia
Finland and Estonia will agree on mutual assistance in severe disruptions to the supply of natural gas. The arrangement would secure the supply of gas primarily for households and critical public services in emergency situations in return for full compensation.

Reforming public procurement rules
Rules on competitive tendering in public procurement will be reformed and procedures streamlined by making them more flexible and electronic. Participation in competitive tendering by small businesses will be made easier and the supervision of procurement will be enhanced.
