Introducing a centralised natural gas datahub
A centralised data exchange system, or datahub, will be established for the natural gas market to handle retail processes for natural gas. Retailers and distribution system operators will manage supplier switches, relocations and metering data through this shared system.

Reforming fuel stockpiling obligations
Rules on the compulsory stockpiling of natural gas and other imported fuels will be updated. The obligation to stockpile natural gas will apply to gas users and sellers instead of importers, including smaller operators.

Gas market liberalisation and fee caps
The Finnish natural gas market will be opened to competition and the gas transmission network unbundled from sales operations. At the same time, an annual maximum cap of 15 per cent will be set on increases in electricity and natural gas transmission and distribution fees.

Extending gas rules to third-country interconnectors
Natural gas transmission pipelines between Finland and non-EU countries will be clearly brought under EU regulation in Finnish territory and territorial waters. The Energy Authority will also be granted the right to engage in supervisory cooperation with third-country authorities.
