Developing the Supreme Court precedent system
The Supreme Court's opportunities to issue precedents that guide judicial practice would be improved by establishing two new procedures. Lower courts could request a ruling from the Supreme Court on an unclear legal issue directly during proceedings, and the Supreme Court could also decide precedent issues in cases where a court of appeal has refused leave for continued consideration.

Automatic exchange of tax rulings
Tax authorities in EU countries will begin automatically exchanging information on cross-border tax rulings and advance pricing arrangements. The reform will enhance international tax control and improve tax transparency.

Harmonising taxation and tax collection procedures
Procedures for reporting, paying and appealing self-assessed taxes will be harmonised, and electronic communication will become the general rule. At the same time, time limits for tax adjustments will be shortened and thresholds for less frequent filing by small businesses will be raised.
