Reforming fertiliser quality and supervision rules
Fertiliser legislation will be reformed to align with EU regulation, which will particularly facilitate market access for recycled fertilisers. At the same time, supervision of fertilisers will be enhanced and binding limits will be set for the use of phosphorus.

Occupational safety and health authorities will receive broader rights to exchange confidential information with other authorities to combat the grey economy. At the same time, occupational safety and health inspectors can oblige employers to issue an employee with a missing lay-off certificate or grounds for the termination of an employment contract.

Securing Tax Administration data access
The Finnish Tax Administration will receive clearer rights to collect information from banks and other operators for tax supervision without identifying the individuals being audited in advance.
