New agency for special authorities
A new agency will be established under the Ministry of Justice to bring together the administrative and support services of eleven independent special authorities. The authorities, such as the various ombudspersons and the Safety Investigation Authority, will retain their independence and current duties.

Confirming the statutory status of Palkeet
The duties and status of the Finnish Government Shared Services Centre for Finance and HR will be laid down in a separate act instead of a previous decree. At the same time, the division of duties between the service centre and the State Treasury will be clarified.
