The Grey Economy Information Unit will be able to prepare reports also on the activities of private individuals and death estates without a link to business activities. Authorities will thus obtain a broader compiled overview than before of individuals' compliance with taxes and other statutory payment obligations.

Rules on preventing money laundering and terrorist financing will be clarified and supervision tightened in line with international obligations. The changes expand the supervision and obligations of reporting entities to detect suspicious assets and activities.

Legal protection for whistleblowers
Persons who detect misconduct in their work will be provided with statutory protection against employer retaliation, such as dismissal or discrimination. Large organisations and public authorities will be required to establish secure reporting channels for reporting suspected breaches.

Taxing foreign companies managed from Finland
Foreign companies managed from Finland will be taxed in Finland on their worldwide income in the same way as domestic companies. The reform prevents tax avoidance in situations where a company is registered abroad even though its management operates in Finland.
