Energy saving and reporting obligations for the public sector and energy-intensive companies will be tightened. At the same time, contractual protection for district heating and cooling customers will be improved, and the utilisation of waste heat will be promoted.

Enabling state aid in Ilmastorahasto financing
A dedicated act will be enacted for the wholly state-owned Ilmastorahasto Oy, enabling the use of state aid in its investment and financing operations. The company can finance climate projects by taking a higher risk than private investors or by accepting a lower return target.

Enshrining climate targets in law
Finland will commit to achieving carbon neutrality by 2035 and set binding interim targets for reducing emissions. Official climate policy planning will be expanded to cover land use and carbon sinks as well.
