Extending the care guarantee for adults
Waiting times for adults to access non-urgent primary healthcare and dental care will be extended. The existing shorter waiting times will remain in place for children and young people under 23 years of age.

Centralising hospitals and emergency services
Finland's hospital network and round-the-clock emergency services will be concentrated into fewer units to ensure adequate staffing and funding. Each wellbeing services county will as a rule have only one hospital with a multidisciplinary round-the-clock emergency department and round-the-clock operating theatre readiness.

Therapy guarantee for children and young people
Children and young people under the age of 23 will be guaranteed rapid and free access to short-term psychotherapy or other psychosocial treatment and support for mental health in primary-level services. Treatment or social welfare support must be started no later than 28 days or one month after the need has been identified.
