The obligation to use a pilot will be eased for small vessels, towing combinations and icebreakers. At the same time, the organisation of pilotage examinations will be transferred from the authority to maritime educational institutions.

Streamlining road and railway legislation
A lighter notification procedure will be introduced for placing roadside advertisements and laying cables in road areas. In addition, funding outside the state budget will be made possible for transport infrastructure projects, and the rules on land use and railway protection zones will be clarified.

Easier deregistration of inactive associations
The Finnish Patent and Registration Office will be able to remove associations that have ceased operations directly from the register of associations without court proceedings. At the same time, filing register notifications and liquidation procedures for associations will be streamlined.
