Children with an immigrant background will be given the option of a second year of supplementary instruction preparing for basic education to support language learning, but preparatory education will be restricted to those born abroad. At the same time, maximum fees for morning and afternoon activities for school children will be increased and linked to an index.

Securing intellectual disability services during reform
Wellbeing services counties will be able to procure morning and afternoon activities for disabled children directly from municipalities without tendering. In addition, involuntary special care and necessary restrictive measures can continue to be implemented in intellectual disability psychiatry wards.

Raising morning and afternoon activity fees
The maximum client fees charged for school morning and afternoon activities would be increased. At the same time, municipalities' obligation to reduce or waive the fee for low-income families would be tightened.
