An adult will be able to confirm their legal gender through their own declaration without a medical examination or the requirement of infertility. The applicant must confirm their application after a reflection period of at least 30 days.

Right of appeal against involuntary medication
A patient in involuntary psychiatric care will be able to appeal to the administrative court against medical treatment prescribed for them. An official administrative decision must be issued on medical treatment if it cannot be provided in mutual understanding with the patient or if the patient requests a decision.

Reforming and standardising disability services
Services for persons with various disabilities will be brought together under a new act on disability services, basing access to services on individual need for assistance rather than a medical diagnosis. The reform will strengthen the self-determination of persons with disabilities and introduce new forms of support for daily life and participation.

Consent-based reform of sexual offences
The definition of rape and other sexual offences will become consent-based, making an act punishable whenever participation is not voluntary. At the same time, penalties for sexual offences against children will be tightened and criminal offences redefined.

Strengthening self-determination for the intellectually disabled
The right to self-determination and independent coping of persons with intellectual disabilities will be strengthened in special care. The use of restrictive measures will be reduced, and precise and specific conditions will be laid down for permissible restrictive measures.
