Removing driving licence examinations from health centres
Health centres will no longer carry out medical examinations or issue certificates for driving licences. A medical report on driving ability will as a rule have to be obtained from a private medical clinic at one's own expense.

Harmonising steering of wellbeing services counties
The central government will harmonise the steering of wellbeing services counties and bring together the objectives and negotiations for health and social services and rescue services. The Ministry of Finance will assume primary responsibility for coordinating steering activities across different ministries.

Limiting non-urgent veterinary services for pets
Municipalities will be required to organise non-urgent veterinary services for pets only based on regional need, but urgent care and services for production animals will still be guaranteed everywhere. The revised Veterinary Care Act will enter into force on 1 January 2026.

Streamlining employment services and job search
The transfer of employment services from the state to municipalities will be facilitated by clarifying rules on staff transfers, contracts, and IT systems. At the same time, meeting obligations will be eased for jobseekers who will soon find employment or enter military or non-military service.

Establishing wellbeing services counties and the health and social services reform
Responsibility for organising health and social services and rescue services will be transferred from municipalities to 21 new wellbeing services counties and the City of Helsinki. At the same time, the funding of services and taxation will be reformed.

Transferring environmental health tasks to municipalities
A region could agree on transferring the responsibility for organising environmental health tasks to a sufficiently large municipality or group of municipalities. The transfer would require both the municipality and the region to have resources of at least 30 person-years available for supervisory duties.
