Specialist veterinary training will change from a university degree to professional postgraduate training. General responsibility for guiding the training will simultaneously transfer from the Ministry of Education and Culture to the Ministry of Agriculture and Forestry.

Updating driver qualification and health rules
Professional qualification requirements and training arrangements for lorry and bus drivers will be updated to comply with EU legislation. In addition, nocturnal epileptic seizures will be established in law as an impediment to holding a passenger car or motorcycle driving licence.

Expanding nurses' prescribing rights
Nurses who have completed supplementary training will be able to prescribe medicines on a limited basis also in home care, specialised medical care and publicly outsourced services. The change will speed up patients' access to care and free up doctors' working time for more demanding tasks.

Easing vehicle inspection requirements
Vehicle inspection licences will become company-specific, allowing a single licence to cover all vehicle categories and removing the obligation for stations to offer all inspection services. At the same time, training requirements for vehicle inspectors will be eased and the regulation of taximeters in taxis clarified.
