Raising and expanding the waste tax
The tax on waste delivered to landfill will be increased, and the tax will be extended to cover gypsum waste from construction and demolition sites as well as green liquor dregs from the forest industry. The objective of the amendment is to reduce waste disposal and increase material recycling and recovery.

Boosting recycling and separate waste collection
The legislative reform tightens waste recycling targets and extends sorting and separate collection obligations for residential properties. The transport of separately collected waste will become the responsibility of the municipality, and the cost liability of packaging producers will be increased.

Raising the waste tax
The tax on waste delivered to landfill will increase from 55 euros to 70 euros per tonne from the beginning of 2016. At the same time, de-inking sludge generated in recovered paper recycling will become taxable if it is deposited in landfill.
