Protection against cross-border harassment lawsuits
A new act will protect journalists, researchers and civil society organisations from unfounded lawsuits brought with the intention of silencing them in cross-border civil cases. Courts would be able to dismiss a harassment lawsuit at an early stage, require security for legal costs from the claimant, and impose a penalty fee on the claimant.

Class actions by consumer organisations
Organisations promoting consumer interests will be granted the right to bring class actions and claim compensation from businesses on behalf of a group of consumers. In addition, a procedure will be established enabling authorities and organisations to prohibit conduct contrary to consumer protection legislation both domestically and cross-border.

Clarifying the status of bondholder representatives
A new act on bondholder representatives will be introduced in Finland, defining the rights and obligations of representatives acting on behalf of investors. The activities of representatives will be subject to registration and supervision by the Financial Supervisory Authority.

Supervision of online store geoblocking
The Consumer Ombudsman will be tasked with supervising that online stores and service providers do not impose unjustified purchase or territorial restrictions on consumers based on place of residence or nationality. At the same time, authorities in EU countries will be enabled to bring actions for an injunction against rule-breakers operating in Finland.

Comprehensive reform of mutual fund legislation
The act on mutual funds will be reformed and the administrative burden on fund management companies eased. The reform will introduce sub-fund structures to Finland and implement several EU fund regulations.

Claiming compensation for harm caused by infringements of competition law, such as cartels or abuse of a dominant position, will be made easier. The rules improve the opportunities for injured businesses and consumers to obtain full compensation and make court proceedings smoother.
