Speeding up criminal proceedings
The processing of criminal cases will be streamlined and expedited from the preliminary investigation stage through to court proceedings. The reform introduces, among other things, a new method of summons, time limits for naming evidence, and the option to record interrogations using audio only.

Reasonable late fees for housing registration
Late fees charged for delays in registering ownership of housing company shares will be adjusted to a reasonable level. Fees will no longer accumulate on a compound interest basis, preventing penalties from escalating to unreasonable amounts.

Streamlining property transactions and registrations
Procedures for property transactions and registration will be made more flexible, and electronic services will be facilitated. Parties to a property transaction will be able to agree bindingly on a deposit or a cancellation fee without an attesting notary.

Automatic transfer of transfer tax data
Property buyers will no longer need to submit a separate receipt for payment of transfer tax when applying for title registration. The National Land Survey of Finland will receive information on the payment of the tax directly from the Finnish Tax Administration via automated data transfer.
