Flexible compositions for administrative courts
The decision-making compositions of administrative courts, the Supreme Administrative Court and the Insurance Court will be reformed to speed up case processing. Simpler matters can be resolved in lighter compositions than before, while new reinforced compositions will be established for extensive questions and matters of principle.

Permanent authorisation for industrial property attorneys
The authorisation of industrial property attorneys will be made valid until further notice, meaning it will no longer need to be renewed every five years. At the same time, the annual supervisory fee charged to attorneys will be increased.

Developing the Supreme Court precedent system
The Supreme Court's opportunities to issue precedents that guide judicial practice would be improved by establishing two new procedures. Lower courts could request a ruling from the Supreme Court on an unclear legal issue directly during proceedings, and the Supreme Court could also decide precedent issues in cases where a court of appeal has refused leave for continued consideration.

Expanding remote connections in court proceedings
Courts will be able to hold hearings entirely via remote connections, and judges will also be able to participate in hearings remotely. In addition, hearing parties, witnesses and experts via remote connection will be made easier and more flexible.

Harmonising appeal routes for administrative decisions
Appeals against administrative decisions issued by authorities and courts will initially be lodged with an administrative court rather than directly with the Supreme Administrative Court. The reform will clarify appeals and guarantee two-tier legal protection for the parties involved.

Updating Ministry of Finance appeal rules
The appeal provisions of acts within the administrative branch of the Ministry of Finance will be updated to align with the current Administrative Judicial Procedure Act. At the same time, obsolete statutory references and redundant overlapping provisions will be removed.

Video recording oral evidence in courts
Oral evidence in the district courts will be recorded on video as well as audio. In appeals, the court of appeal and the Supreme Court will receive evidence from these recordings, meaning witnesses and injured parties will not have to appear in court again.
