Reforming elderly home and housing services
Home care and housing services for older people and others in need of support will be reformed to improve their quality and availability. Home care will begin to be provided around the clock according to need, and long-term institutional care in social welfare for older people will be phased out over a transition period.

Easier parking for home care workers
Workers providing home care will receive a new parking permit to make parking easier during home visits. The permit will allow parking free of charge in paid spaces and exemption from certain parking prohibitions or time limits.

Reforming health and social services fees
The legislation on client fees for health and social services will be comprehensively reformed and brought to the statutory level. Healthcare services for minors will become free of charge, the fee cap will be expanded, and the fee criteria for housing services will be harmonised.

Expanding nurses' prescribing rights
Nurses who have completed supplementary training will be able to prescribe medicines on a limited basis also in home care, specialised medical care and publicly outsourced services. The change will speed up patients' access to care and free up doctors' working time for more demanding tasks.

Extending the home care pilot
The home care pilot currently under way in municipalities will continue until the end of 2020. Participating municipalities will still be able to combine home help services and home nursing and use shared client and patient records.
