Streamlining health research and data use
Conducting medical research and identifying patients for studies will be made easier by clarifying the use of health and social services data. At the same time, rules on biobank operations, the research use of deceased persons, and the procedures of research ethics committees will be specified.

Transfer of research ethics committees
Legislation on medical research will be updated to align with the health and social services reform, transferring the duties of hospital districts to wellbeing services counties and the HUS Group. At the same time, the fees charged for statements by regional research ethics committees will be clarified.

Improving the traceability of tissues and cells
A single European coding system will be introduced for tissues and cells intended for human application to ensure their traceability and safety. At the same time, more detailed quality and supervisory requirements will be laid down for grafts imported from outside the EU.
