Clarifying transport rules and driving entitlements
Temporary transport operations by foreign vehicles in Finland will be monitored and penalised more strictly with administrative penalty fees. At the same time, passenger car driving licences will permit the driving of heavier low-emission vans and lorries.

Updating driver qualification and health rules
Professional qualification requirements and training arrangements for lorry and bus drivers will be updated to comply with EU legislation. In addition, nocturnal epileptic seizures will be established in law as an impediment to holding a passenger car or motorcycle driving licence.

Reforming driving licence acquisition
Obtaining a driving licence will become more flexible, and mandatory instruction requirements will be reduced. The multi-phase system for obtaining a passenger car driving licence will be abolished, and teaching under a driving instruction permit will be made easier.
