Seventeen-year-olds could obtain a passenger car driving licence with a guardian's consent without a separate exemption. However, the driving rights of underage drivers would be restricted by prohibiting night driving and carrying more than one passenger.

Reforming waste transport registration and supervision
Registration rules for waste carriers and brokers will be reformed to combat the grey economy and make the monitoring of waste flows more effective. At the same time, a new electronic waste consignment note register and open online information services for waste management and producer registers will be established.

Maintenance of rolling stock and railway infrastructure registers for rail transport will be transferred to the European Union Agency for Railways. At the same time, moving rolling stock in ports and on industrial tracks will be made easier by easing permit requirements.

Reforming drone and light aviation rules
Provisions supplementing EU regulations on drones and light aviation will be introduced in Finland. Age limits and insurance requirements will be introduced for drone operators, and permitted weight limits for microlight aircraft will be raised.

Heavy vehicle drivers will be able to obtain their professional qualification by taking examinations alone, and the local knowledge component will be removed from the taxi driver examination.
