Reforming vocational education funding and qualifications
The share of core funding for vocational education and training will be kept at 70 per cent to safeguard the financial stability of educational institutions. At the same time, apprenticeship students will be guaranteed the right to a certificate of employment, and professional driver qualifications can be obtained directly through an examination without mandatory training.

Reforming tractor driving licence requirements
Driving licence requirements for tractors will be determined based on the vehicle's maximum design speed. Tractors capable of travelling at more than 60 kilometres per hour will require a car driving licence, and heavy vehicles will require a lorry driver's professional qualification.
