The rescue authority could require the owner of a building to acquire and maintain equipment for new broadband public authority communications in high-risk premises. Failure to comply with the obligation could be enforced with a conditional fine or a threat of performance.

Support for high-speed broadband construction

Enabling broadband communications for authorities
The VIRVE communications system for authorities will be upgraded to broadband by utilising commercial mobile networks. Authorities will be guaranteed priority access to the network even during congestion and disruptions.

The statutory fixed disbursement schedule for broadband construction aid in sparsely populated areas will be removed from the act. The amendment gives projects additional time to construct networks and draw down subsidies.
