Reforming animal identification and registration rules
Identification and registration rules for dogs, equines and livestock will be clarified, and a penalty fee may be imposed for failure to register. At the same time, slaughter marking requirements for pigs will be eased.

Updating pet movement rules
Finland's animal disease and import control acts will be updated to align with the new EU Animal Health Law from April 2026. No significant changes will be made to pet owners' everyday lives or travel requirements.

Limiting non-urgent veterinary services for pets
Municipalities will be required to organise non-urgent veterinary services for pets only based on regional need, but urgent care and services for production animals will still be guaranteed everywhere. The revised Veterinary Care Act will enter into force on 1 January 2026.

Reforming animal and food import controls
A new act will clarify the supervision of imports of animals, food, and feed from outside the EU. An administrative penalty payment may be imposed for violations of import rules.

Stricter animal welfare requirements
The reform will improve animals' living conditions, treatment and protection by requiring better consideration of species-specific needs. Animals must, among other things, be guaranteed continuous access to drinking water in permanent housing facilities, and pain relief must be used during painful procedures.
