Stricter regulation of electric scooters
A blood alcohol limit of 0.5 per mille will be introduced for electric scooters and similar motorised micromobility devices, and commercial hire of them will require a municipal permit. The police will have the right to breathalyse riders, and municipalities will be able to restrict the speed, number and parking of rental scooters.

Drink-driving fines and police driving bans
Clear drink-driving cases will be transferred from courts to faster fine proceedings, and the police will begin imposing all driving bans. At the same time, the consent procedure for fine proceedings will be streamlined and the fined person's right of appeal to a court will be expanded.

Reforming alcohol interlock regulation
Separate acts concerning alcohol interlocks will be replaced with a new, unified Act on Alcohol Interlocks and amendments to the Driving Licence Act. At the same time, arrangements for supervised driving rights will be eased by removing the obligation to periodically download alcohol interlock usage data.

Allowing light electric vehicles in traffic
Various light electric vehicles, such as self-balancing boards and mobility scooters, will be permitted in public road traffic. Depending on the situation, the traffic rules for either cyclists or pedestrians will apply to them.
