Strengthening consumer protection in credit and e-commerce
The Consumer Protection Act will be tightened by bringing interest-free and fee-free credit under regulation as well and by making it easier to withdraw from online contracts. If a creditor neglects the obligation to assess an applicant's ability to pay, the consumer will not have to pay interest or fees on the loan.

Lowering consumer credit interest caps
The interest rate cap on consumer credit will be lowered and new restrictions will be placed on credit marketing to curb over-indebtedness. In online shops, paying by invoice will require strong customer authentication, and payment methods involving credit may no longer be offered as the default option.

Tightening terms for housing loans
The maturity of new housing loans and housing company loans will as a rule be limited to a maximum of 30 years, and the share of housing company loans in new-build properties will be reduced. In addition, supervision of all consumer credit will be transferred to the Financial Supervisory Authority.

Reforming housing credit and peer-to-peer lending
The comparability of housing loans will be improved with a standardised form, and borrowers will be granted the right to cancel a housing loan within 14 days even when transacting at a branch. At the same time, peer-to-peer loan intermediaries will be brought under official registration and consumer protection rules.
