Raising reserve age limit to 65
The upper age limit for liability for military service and membership of the reserve will rise from 60 to 65 years. At the same time, the upper age limit for participating in voluntary national defence activities will be removed.

Expanding national defence shooting training
Firearms and cartridges of the Finnish Defence Forces and the Finnish Border Guard will be permitted for use in shooting training organised by the National Defence Training Association of Finland under authority supervision. At the same time, voluntary national defence training opportunities and international exercise cooperation will be increased.

Reforming voluntary national defence training
Military training will be organised exclusively by the Finnish Defence Forces, and it can no longer be ordered from the National Defence Training Association of Finland. The association will focus on training serving military capabilities and on introductory activities for young people and women.

Aligning firearms legislation with EU directive
Finnish firearms legislation will be reformed to comply with the EU's tightened Firearms Directive. At the same time, the opportunity for reservists and the National Defence Training Association of Finland to practise with firearms suitable for the needs of national defence will be safeguarded.
