Reforming agricultural support for the EU
The agricultural support system will be reformed for the EU's 2023–2027 funding period by enacting new acts on direct payments to farmers, rural development compensations and the implementation of support. Previous complex payment entitlements will be abolished, aid applications will become fully electronic, and monitoring will transition to satellite tracking.

Extending remote cadastral and shareholder meetings
Cadastral surveys and meetings of jointly owned areas, jointly owned forests, and reindeer herding co-operatives can continue to be organised via remote connections due to the coronavirus epidemic. The validity of the exceptional arrangements will be extended until the end of June 2021.

More flexible agricultural and forestry procedures
Support conditions and project deadlines in agriculture, forestry, fisheries and reindeer husbandry will be made more flexible due to the coronavirus epidemic. In addition, meetings can be held remotely and the validity of shooting test certificates for hunting will be extended.

Removing protection for jackdaws
The jackdaw will be classified as an unprotected bird in the Hunting Act. Jackdaws may be trapped and killed without an official derogation permit outside the breeding season.

Reforming reindeer and natural livelihood support
The structural support schemes for reindeer husbandry, natural livelihoods and the Skolts will be aligned with EU rules, and support services will move online. At the same time, eligible targets will be reduced and legislative overlaps dismantled.
