What is proposed
The Hunting Act will be amended by adding the jackdaw to the list of unprotected birds. Removing jackdaws outside the closed season will no longer require a derogation permit, and during the closed season catching will be subject to a notification and derogation permit procedure.
What it means
The change concerns in particular agricultural producers, residents of sparsely populated areas, and hunters, who will be able to prevent crop and building damage caused by jackdaws more independently than before. At the same time, state compensation paid for damage caused by jackdaws will be abolished, which will reduce the administrative burden on the ELY Centres (Centres for Economic Development, Transport and the Environment). The act will enter into force on 1 August 2018.

Key points of the debate
The debate addressed reclassifying the jackdaw as an unprotected bird so that crop damage, disease risks, and fouling caused by the species could be reduced without the bureaucracy of derogation permits. The proposal received broad support across government and opposition lines, and many MPs also called for similar measures regarding great cormorants and barnacle geese. The Greens opposed the proposal, considering the lifting of protection for the entire species to be a disproportionate measure.
- Is removing protection a disproportionate measure for preventing local nuisances?
- Does the current derogation permit system operate flexibly and rapidly enough?
- Should hunting great cormorants and barnacle geese also be made easier?
- National Coalition PartyIn favour
The legislative amendment dismantles unnecessary regulation and provides landowners and farmers with effective tools to protect their property and crops.
”Hallituksen esitys metsästyslain muuttamisesta on erinomainen.”
— Susanna Koski - Centre PartyIn favour
The jackdaw population has grown uncontrollably and causes extensive damage to agriculture, hygiene risks, as well as unnecessary bureaucracy and costs.
”Naakan siirtäminen rauhoittamattomaksi linnuksi on erittäin tärkeä toimenpide.”
— Esko Kiviranta - Blue ReformIn favour
The proposal delivers on the Government's deregulation agenda and facilitates rural life and food production by removing burdensome permit processes.
”Pidän tätä esitystä erittäin hyvänä.”
— Kari Kulmala - Finns PartyIn favour
Permitting the hunting of species that have grown overly numerous and cause damage is common sense and necessary.
”Esitys on varmasti tarpeellinen ja perusteltu.”
— Jani Mäkelä - Social DemocratsIn favour
The abundant jackdaw population easily sustains hunting, and lifting protection removes unnecessary official bureaucracy and saves public resources.
Removing the protection of the entire species across the whole country is too blunt an instrument to combat local problems, and existing derogation permits and preventive measures are sufficient.
”Koko lajin rauhoituksen purkaminen on siis melko äärevä keino paikallisten vahinkotilanteiden estämiseksi.”
— Hanna Halmeenpää - Left AllianceIn favour
The damage and disease risks caused by jackdaws are real, which is why permitting the hunting of the species and supporting the committee report are warranted.
”Itse kannatan tätä mietintöä.”
— Jari Myllykoski - Swedish People's PartyIn favour
The group supports the bill and considers the committee's line to take measures against the serious nuisances caused by great cormorants particularly important.
”Merimetsot aiheuttavat suurta haittaa rannikkoalueellamme.”
— Mikaela Nylander - Christian DemocratsIn favour
The legislative amendment enables the effective and flexible containment of jackdaw nuisances, and in addition the group calls for swift action on the great cormorant and barnacle goose problem.
”Naakan siirtäminen rauhoittamattomien lintujen luetteloon mahdollistaa naakkojen aiheuttamien vahinkojen ja haittojen rajoittamisen aiempaa joustavammin ja tehokkaammin.”
— Peter Östman
