Banks must provide account information and payment initiation rights to new service providers with customer consent, and strong authentication will be required in electronic payments. Consumer liability for card misuse will decrease and surcharges for using the most common payment cards will be prohibited.

Reforming prisoners' financial benefits
Prisoners' spending allowance, activity allowance and wages will be reformed to be daily and more equitable than before. At the same time, the use of payment cards by prisoners will be enabled, as well as the restraining of all prisoners being transported for security reasons.

Implementing card payment interchange fee regulation
National supervision and sanctions will be established for the EU caps and rules on card payment interchange fees. The Financial Supervisory Authority will supervise compliance with the rules, and merchants will be provided with an out-of-court dispute resolution mechanism for payment disputes.
