Legislation on payment fraud and other offences involving payment instruments will be tightened. Clear provisions covering offences related to digital payment methods and virtual currencies will also be added to the Criminal Code.

Reforming VAT on vouchers
Harmonised rules will be created for the value added tax (VAT) treatment of gift cards, lunch vouchers, and other vouchers. Tax on vouchers intended for a specific, identifiable purpose will be paid already at the time of purchase, whereas for multi-purpose vouchers, tax will be remitted only when they are redeemed.

Improving payment security and competition
Banks must provide account information and payment initiation rights to new service providers with customer consent, and strong authentication will be required in electronic payments. Consumer liability for card misuse will decrease and surcharges for using the most common payment cards will be prohibited.
