Introducing an EU emergency travel document
The new act will introduce a more secure emergency travel document that is uniform across all EU countries. The document will be issued for a single journey home to an EU citizen or their family member whose passport has been lost or stolen in a country outside the EU.

Adding fingerprints to identity cards
Fingerprints will begin to be added to identity cards in the same way as to passports, and the data will also be stored in an official register. Fingerprints given once can subsequently be used interchangeably when applying for both passports and identity cards.

Restricting subsequent asylum applications and work
Subsequent asylum applications and applicants' right to work will be restricted to prevent individuals who have received a negative decision from delaying their removal without grounds. At the same time, it will be made easier for foreigners who have already worked in Finland for a year to move to a new sector.

Speeding up deportation of criminals
The deportation of foreign nationals who have committed crimes or who endanger public security will be expedited. A deportation decision can be enforced before the appeal process has become final, unless a court separately prohibits enforcement.

Extending consular services to EU citizens
Finnish diplomatic missions will provide assistance more clearly to citizens of other EU countries in non-EU countries where their home country has no representation. At the same time, opportunities for Finns to receive consular assistance from the missions of other EU countries will improve in corresponding situations.

Transferring immigration permits from the police
Foreign nationals' residence permits, citizenship matters and asylum investigation will be transferred from the police to the Finnish Immigration Service (Migri). The reform will clarify immigration administration and free up police resources for core duties.
