Reforming enforcement of fines and forfeitures
The ordering of conversion sentences for unpaid fines, the enforcement of forfeitures, and the granting of extensions to pay fines will be streamlined and digitalised. Those liable to pay will also be able to request an administrative review of decisions made by the Legal Register Centre.

Authorities will be able to forfeit criminal assets to the state more easily than before. Forfeiting assets will no longer always require a conviction for a specific individual offence.

Clarifying collection of fines and penalties
The recovery of fines, infringement fees and other administrative sanctions and the limitation rules will be harmonised. At the same time, the penal demand procedure used in fining will be abolished and the recovery of crime damage compensation will be centralised to the Legal Register Centre.

Freezing and confiscation of criminal proceeds
Decisions on the freezing and confiscation of assets obtained through crime will be enforced more directly and uniformly across EU countries. At the same time, crime victims' opportunities to obtain confiscated property or compensation from assets located in another EU country will be improved.

Stricter fishing penalties and Lapland permits
A person who unlawfully catches endangered fish will have to compensate the conservation value of the fish to the state. At the same time, residents of Enontekiö, Inari and Utsjoki will obtain the right to a seasonal permit for state-owned salmon and trout waters in their home municipality.

Enhancing forfeiture of criminal proceeds
The forfeiture to the state of property and economic benefits obtained through crime will be expanded and made more effective. In certain situations, defendants will have to prove the legal origin of their property themselves to prevent it from being forfeited to the state.
