Enhancing the protection of international waters
Finland approves the UN agreement on the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction. The national Marine Protection Act will be supplemented so that high seas projects are brought within the scope of environmental impact assessments and permit procedures.

Downsizing and centralising district courts
The number of district courts in Finland will be reduced from 27 to 20, and their court locations will be cut. In addition, the handling of certain demanding categories of cases, such as company reorganisations and maritime law cases, will be centralised in fewer district courts than before.

Reforming average adjustment and insurance disputes
The activities and regulation of the average adjuster, who prepares adjustment statements for maritime losses and marine insurance claims, are updated. In insurance disputes concerning ordinary pleasure craft, an adjustment statement from an average adjuster will no longer be required before bringing the matter before a court.

Raising shipowners' liability limits
The maximum liability amounts of shipowners and shipping companies in maritime accidents will be increased by 51 per cent. The change will improve the ability of injured parties and authorities to obtain full compensation for damage incurred and response costs.
