More time for electricity load control
Electricity network companies and electricity suppliers are to be given additional time to introduce electricity demand control systems. The mandatory rollout of new market-based load control services will be postponed from autumn 2026 to June 2027.

Banning emissions tampering and automation trials
The sale, installation and use of vehicle emissions defeat devices in road traffic will be prohibited under threat of substantial sanctions. In addition, trials of automated vehicles on public roads without a driver will be enabled, and conversions of vehicle power sources will be made easier.

Clarifying air quality monitoring and cooperation
Legislation on air quality monitoring and cross-border air protection cooperation would be specified to align with EU requirements. Municipalities would be required to notify the Ministry of the Environment if air quality limit values are exceeded due to transboundary air pollution from abroad.

Billing water by actual consumption
Water in new and pipe-renovated apartments will be billed based on actual apartment-specific consumption. At the same time, new water and district heating meters will be required to be remotely readable.

European greenhouse gas headquarters in Finland
The statutory seat of the European greenhouse gas observation system, ICOS ERIC, will be located in Finland. The organisation will be granted official legal personality and an exemption from value added tax (VAT) on its purchases.
