    Conscripts and persons performing non-military service will be able to earn 200 euros a month without it reducing their military allowance. The change encourages persons performing service to work during leave.

    Periodic interviews every three months will be introduced for the unemployed, and unemployment benefit funds will be used to pay pay subsidies, start-up grants and mobility allowances. In addition, work trials will be expanded to support recruitment, and short-term business activities will be facilitated through adjusted benefits.

    Streamlining agricultural support administration

    Guidance on the supervision of cross-compliance requirements for plant protection products will be transferred to Tukes (the Finnish Safety and Chemicals Agency), and support tasks granted by the ELY Centres (Centres for Economic Development, Transport and the Environment) can be centralised. In addition, the duration of national support for young farmers will be capped at a maximum of five years.
