Reform of mediation and debt counselling
Responsibility for organising mediation services in criminal and civil cases will transfer from THL (the Finnish Institute for Health and Welfare) to the Legal Services Agency. At the same time, financial and debt counselling will be separated from legal aid offices into independent offices of their own.

Acts in the administrative branch of the Ministry of Justice will be updated so that the powers of the ministry and the Government to issue decrees meet the requirements of the Constitution. Old and imprecise general authorisations will be repealed or replaced with precise provisions.

Expanding security checks in shared court premises
Security checks in court buildings can cover clients of all judicial administration agencies operating in the same building at shared entrances and customer service areas. At the same time, the qualifications, powers and official liability of security check officers will be clarified.

New agency for special authorities
A new agency will be established under the Ministry of Justice to bring together the administrative and support services of eleven independent special authorities. The authorities, such as the various ombudspersons and the Safety Investigation Authority, will retain their independence and current duties.

Improving access to court records
The Legal Register Centre will be able to disclose court diary and decision data centrally to the media and researchers, including by searches under an individual's name. Data will be retained in the national data repository for longer than before.

Raising and extending court fees
Court fees will increase, and several legal matters that were previously free of charge will become subject to a fee. The reform aims to better cover the costs of court proceedings and reduce unfounded appeals.

Clarifying reporting obligations in judicial administration
The obligation of courts to notify the enforcement authorities of the revocation of a precautionary measure or other grounds for enforcement will be clarified. At the same time, the rules governing how requests for information directed at the judicial administration's information systems are processed will be specified.
