Raising expropriation compensation
Higher compensation will be paid for expropriated immovable property in order to strengthen the protection of landowners' property. Compensation will be calculated according to the market value of the property, and an increase of 25 per cent will be added to the compensation for the property taken and for damage.

Reforming water rights and permits
Expropriations related to hydraulic engineering will be tied to the requirement of public need under the Constitution in order to improve property protection. At the same time, placing cables and pipes under waterways will be facilitated by transferring minor projects from permits to a notification procedure.
