Reforming alcohol legislation and liberalising sales
Grocery shops and kiosks will be permitted to sell alcoholic beverages with an alcohol content of up to 5.5 per cent, and regulation of restaurant serving hours and licences will be eased. In addition, microbreweries will be granted the right to sell craft beers they produce directly from the production site.

Streamlining ship safety regulation and inspections
Ship inspection and safety practices will be simplified, and the reporting of passenger data to authorities will be reformed. Certain vessels will be able to switch to self-monitoring for inspections, and traditional vessels will be allowed dedicated rules that take their special characteristics into account.
