Reforming special risk-taking in export guarantees
Decision-making on Finnvera's special risk-taking in export guarantees will be clarified, and its maximum liability limit will be raised to 8 billion euros. The change will support the financing of Finnish companies' export projects in targets involving higher risk than usual.

Enabling a state development company
State ownership steering will be extended to cover state development companies and their direct corporate holdings. At the same time, the bill provides that Parliament's consent will always be required if the state's share of voting rights in a company falls to one third or below.

Flexible loan arrangements for state-owned companies
The state may grant loans without a binding maturity date to majority state-owned companies and associated companies if Parliament has authorised this in the state budget. The reform strengthens companies' financial positions during economic difficulties.

Reforming pension institutions' stewardship and transparency
All earnings-related pension institutions will be placed under a statutory obligation to draw up and publish their principles of ownership steering. The change will increase transparency in the investment of earnings-related pension assets and in acting as shareholders.
