Rules on public procurement will be reformed to increase competition and save public funds. The use of in-house companies owned by the public sector will be restricted, and tendering procedures will more frequently have to be divided into lots so that small enterprises can also participate in them.

Reasonable late fees for housing registration
Late fees charged for delays in registering ownership of housing company shares will be adjusted to a reasonable level. Fees will no longer accumulate on a compound interest basis, preventing penalties from escalating to unreasonable amounts.

Improving First North investor protection
Multilateral trading facilities, such as the First North trading venue, will be subject to the same takeover bid and flagging rules as the main stock exchange list. Investors will receive better protection in corporate takeovers and up-to-date information on significant changes in company ownership.

Bareboat chartering under the Finnish flag
Finnish shipping companies will be able to bring vessels chartered from abroad without a crew temporarily under the Finnish flag without having to remove the vessel from its home country's register. Finnish legislation will apply on the vessels, opening up new employment opportunities for Finnish seafarers.

Introducing an electronic apartment information system
Paper share certificates of housing companies will be abolished and information on the ownership and pledging of apartments will be transferred to an electronic register. The new residential property information system will be maintained by the National Land Survey of Finland, and it will replace the share registers maintained by housing companies themselves.
