Investigations into serious workplace accidents will be provided for by law, allowing accident investigations suspended for data protection reasons to resume and be extended to agriculture. In addition, administrative streamlining and technical revisions will be made to occupational accident, motor liability and patient insurance legislation.

Employers' obligation to report the spread of dangerous biological agents and keep records of exposed employees will be incorporated directly into law. The amendment clarifies the legislation, but does not introduce significant new practical obligations.

Strengthening state leadership situational awareness
The duties and rights of access to information of the Government Situation Centre will be laid down in a separate act. Authorities will be required to report security incidents to the Situation Centre so that state leadership always has access to an up-to-date overall picture.

Reforming aviation safety and noise management
The Aviation Act would be amended to align with new EU rules on aviation safety occurrence reporting and airport noise management. The Finnish Transport Safety Agency would act as the supervisory authority for the rules and could impose operating restrictions regarding aircraft noise where necessary.
