A new Service Centre for Continuous Learning and Employment will be established in Finland to align adult education with the needs of the labour market. The centre will anticipate workforce competence needs and fund supplementary education and training aimed at the working-age population.

Reforming central government funding for museums
A new Museums Act will be enacted in Finland, and the system of central government transfers to museums will be reformed to better reflect their duties. The current provincial museums, regional art museums and national specialised museums will be replaced by regional and national museums of responsibility.

Legislation on state aid for films will be reformed to meet the requirements of the Constitution and good administration. The Finnish Film Foundation will continue to distribute film subsidies, but decisions on the recovery of grants will be made by the Arts Promotion Centre Finland.

Clarifying vocational education regulation and funding
Withdrawals of the right to study in vocational education and training and education provider licences can be targeted at specific competence areas rather than an entire qualification. In addition, discretionary additional funding can be granted to education providers more flexibly in the middle of an operating year.
