Safeguarding student welfare services
Curator, psychologist and healthcare services in schools and educational institutions will be transferred from municipalities to the responsibility of wellbeing services counties. School staff will be able to refer pupils in need of support to any student welfare service with a low threshold.

Binding staffing ratios for student welfare
A binding staffing ratio for school social workers and psychologists will be established in schools and educational institutions. The reform will improve the availability of student welfare services and ensure equal support for children and young people.

Extending student welfare in vocational education
All students completing an initial vocational qualification and those in preparatory education will be entitled to school psychologist and school social worker services regardless of their mode of study. The change enters into force on 1 January 2018.
