Tightening general housing allowance rules
The general housing allowance will be reduced and eligibility criteria tightened to save state expenditure. At the same time, housing allowance paid for owner-occupied homes will be abolished completely.

Transferring employment and business services to regions
Employment and economic development services and regional development tasks will be transferred from central government and regional councils to the new regions from the beginning of 2020. The services will transition to a multi-provider model where jobseekers and businesses can also choose services from private providers.

Clarifying air quality monitoring and cooperation
Legislation on air quality monitoring and cross-border air protection cooperation would be specified to align with EU requirements. Municipalities would be required to notify the Ministry of the Environment if air quality limit values are exceeded due to transboundary air pollution from abroad.
