Expanding local bargaining
Opportunities for local bargaining will be expanded so that companies that do not belong to employer associations can also make use of the flexibility provisions in generally applicable collective agreements. If there is no shop steward at the workplace, a local agreement can be concluded with an elected representative chosen by the employees.

Reforming working hours and protection
The Working Hours Act will be reformed to reflect modern working practices by introducing new flexible working time arrangements and a statutory working hours bank. At the same time, remote work will be brought more clearly within the scope of working hours protection, and the maximum number of consecutive night shifts will be limited.

Securing pay security in company survival agreements
Employees' pay security will remain safeguarded even in situations where postponing or reducing pay has been agreed at the workplace to save the company. Pay security authorities will also gain access to reports from the Grey Economy Information Unit to support decision-making and supervision.
